Hey Erin, sorry I'm just now posting this. I'm going to begin looking at this site more regularly. But to answer your question...I'm not entirely surprised. I think that the DPRK has been using NW's to gain concessions from the U.S. (in particular) and maybe the international community more generally. In "using" these weapons, what I mean to say is that NW's force the U.S. to actually engage Pyongyang, enhancing its chances that it will be able to normalize its relationship with the U.S. and attain a security guarantee in the future (what I suspect to be Mr. Kim's key goals). Also, they allow it extract more tangible economic benefits from the other five members of the Six Party Talks. In short, what I mean to say is that Pyongyang doesn't actually want NW's, it just wants the benefits of having them around. Naturally Kim knows he needs to give some tit-for-tat for the things he's really after.
